This is an incredibly stupid law. Even if trucks (3 or more axles) are meant to be going slower than 4 wheelers, it is common knowledge that 4 wheelers are generally on and off type of traffic and the constant need to change lanes or to speed up and down is both a safety hazard and a waste of valuable fuel. It is safer and more economic for trucks to maintain the left most lanes of travel.
